Medicines for mental health conditions/ illnesses soon to be VAT-free- Revilla

Sen. Bong Revilla filed a bill seeking to remove value-added tax (VAT) from the price of medicines prescribed for patients with mental health condition. 

This was done to reduce the number of patients who can’t afford to cure themselves of their illness because of the high prices of the medicine needed to do so.

Republic Act No. 11036, otherwise known as the Mental Health Act was signed last 2018 to spread awareness of the importance of mental health and to enhance the delivery of integrated mental health services. However, this early, Revilla sees the need to amend the law to make sure that not only are services and medicines accessible but most importantly they are affordable. 

Under the existing law, medicine for the patients with mental condition is not exempted from the value-added tax. Thus, Sen. Bong Revilla wasted no time in pushing for the removal of VAT in medicines for mentally-ill patients. 

According to the Philippine Statistics Authority (PSA), mental health and retardation ranked 3rd and 4th respectively among the common illnesses in the country. This is supported by the studies conducted by the Department of Health (DOH), showing that 105 out of 327 government employees from Metro Manila or 32 percent of the respondents have experienced mental illnesses at one point in their lives.

As a staunch advocate for occupational health and safety, Revilla has previously filed during the 16th Congress the same measure for Mental Health Act which was approved last year.

Nagsumite ng napakahalagang panukalang batas si Sen. Ramon Bong Revilla, Jr. upang maibaba ang halaga ng gamot na inirereseta sa isang may sakit sa pag-iisip sa pamamagitan ng pag-alis sa value-added tax (VAT) nito.

Ito ay upang mabawasan ang mabagal at tuluyang hindi na paggaling ng ilan sa ating mga kababayan na may sakit sa isip na ang isang dahilan ay sobrang taas ng presyo ng gamot na hindi na kaya ng mahihirap nating kababayan.

Noong 2018, sa ilalim ng Republic Act No. 11036 na mas kilala sa tawag na Mental Health Act ay nilagdaan para maging batas na kumikilala sa mental health na isang tunay na problema na banta sa pagkatao ng marami sa ating bansa.

Ang pagkakapasa ng batas na ito ay nagpagaan sa ating mga kababayan na makakuha ng abot-kamay na serbisyo para sa mga kababayan nating maysakit sa isip ngunit hindi nito saklaw ang presyo ng gamot.

Ayon sa Philippine Statistics Authority (PSA), ang  mental illness at mental retardation ay ikatlo at ika-apat na pinaka karaniwang kapansanan sa ating bansa sa kasalukuyan.

Maging sa pag-aaral na isinagawa ng  Department of Health (DOH) ay nagpapatunay na sa mga empleyado ng ating gobyerno sa Metro Manila ay 32%  ng 327 respondents ay nakakaranas ng mental health problems minsan sa kanilang buhay.

Dahil dito ay hindi ipinagwalang bahala ni Revilla na isulong sa Senado na alisin na ang VAT sa nabanggit na gamot upang mapagaan ang sitwasyon ng ating mga kababayan na nahaharap ganitong uri ng sakit.
