PH caregivers deserve decent employment- Revilla

Sen. Bong Revilla expressed his commitment to protect the rights and welfare of Filipino caregivers, especially in seeking decent employment and protection against abuse, harassment, violence and economic exploitation in the country or overseas.

He filed S. No. 913, “An Act Instituting Policies for the Protection and Welfare of Caregivers in the Practice of their Profession,” to institute effective and sensible policies that will help establish the standard of professionalism for caregivers.

Based on Revilla’s bill, the Department of Labor and Employment (DOLE) shall create a model employment contract which shall serve as pattern for caregivers, private employment agency (referring to individual, legitimate partnership, association or organization) and the general public.

In case where the employment of the caregiver is facilitated through a price employment agency, the private employment agency shall keep a copy of all employment contracts of their caregivers which be made available for verification and inspection by the DOLE.

The demand for caregiving services is rising due to the rapid increase in the number of children being born with medical issues and prevalent illnesses. Moreover, the results of the 2010 Census of Population and Housing (CPH) show that of the household population of 92.1 million, 1.57% Filipinos have a disability.

On a global scale, the Filipino culture has known to provide remarkable hospitality and care, making local caregivers the top choice for citizens of the United States, Asia, the Middle East, and other countries.

It can be recalled that Bong Revilla also filed bills to establish the country’s first migrant workers hospital, and establish a credit assistance program for new OFW’s and their families.

Disenteng trabaho ng mga caregiver, titiyakin ni Revilla

Pinangako ni Sen. Bong Revilla na titiyakin niya ang maayos na karapatan at kapakanan ng mga Pilipinong caregiver, lalu’t higit sa pagkakaroon ng disenteng hanapbuhay at proteksyon laban sa pang-aabuso, panggugulo, karahasan at pananabotahe dito sa bansa o sa ibayong dagat.

Isinumite ng beteranong mambabatas ang S. No.913 na tinawag niyang “Caregivers Welfare Act” upang lumikha ng epektibo at makabuluhang polisiya na magiging pamantayan ng paglilingkod ng mga caregiver.

Base sa panukala, sususog ng isang “standard contract” ang Department of Labor and Employment (DOLE) na pagtutularan ng kontrata ng mga caregiver, private employment agency at ng publiko.

Sa mga nakalipas na taon, naitala ang patuloy na pagtaas ng mga bilang ng batang ipinapanganak na may iniindang karamdaman at nangangailangan ng serbisyo ng mga caregiver. Ayon sa resulta ng 2010 Census of Population and Housing (CPH), 1.57 % ng higit 92.1 milyong Pilipino ang may karamdaman.

 

Kinikilala rin ang natatanging pamamaraan ng pangangalaga at pagkalinga ng mga Pilipino sa ibayong dagat, kaya patok na patok ang mga Pilipinong caregiver sa Estados Unidos, Asya, Gitnang Silangan at iba pang panig ng mundo.

Matatandaang nagsumite din si Revilla ng mga panukalang batas upang itayo ang kauna-unahang Migrant Workers Hospital sa bansa, at magbukas ng credit assistance program sa mga bagong OFW at kanilang pamilya.
