Senate Committee on Labor, Employment and Human Resources Development to tackle "Eddie Garcia Law"
The Senate Committee on Labor, Employment and Human Resources Development is set to hear Senate BILL No. 294, "An Act Providing for Occupational Safety and Health Standards for the Workers and Talents in the Movie and Television Industry," otherwise known as "Eddie Garcia Bill" filed by Sen. Bong Revilla.
This bill seeks to protect movie and television workers in the country, to complement RA No. 11058 or "An Act Strengthening Compliance with OSHS and Providing Penalties for Violations Thereof" under the Labor Code of the Philippines, and to institutionalize Labor Advisory No. 4 s. 2016 stipulating the Working Conditions in the Movie and Television Industry issued by DOLE.
Under the proposed measure, specific working conditions like hours of work, waiting time, transportation, accommodation, social welfare benefits (like PAGIBIG, Philhealth, SSS, others) shall be strictly observed.
Also, the duties and responsibilities of the producer will be made clear, like ensurIng that workers and talents will have full health insurance and compensation to work-related injuries, sickness and death.
The measure likewise provides that a Production Safety Officer shall be hired to ensure compliance with OSHS in every movie or show being produced, conduct orientation and training of workers on occupational safety and health, enforce safe work practices, correct unsafe conditions, and investigate workplace accidents, among others
The veteran senator named the bill as a tribute to the showbiz legend who he considers as a friend, colleague and mentor for many years.
On June 20, Eddie Garcia died after being on coma for 12 days due to a fatal neck injury he obtained after tripping over a power cable during the shoot of a teleserye.

NAKATAKDANG dinggin ng Committee on Labor, Employment and Human Resources Development ang Senate BILL No. 294, o ang “An Act Providing for Occupational Safety and Health Standards (OSHS) for the Workers and Talents in the Movie and Television Industry,” na mas kilala sa tawag na “Eddie Garcia Bill”. Ang panukalang batas na isinumite ni Sen. Ramon Bong Revilla, Jr.ay naglalayong mabigyan ng proteksiyon ang movie at television workers sa bansa na magpupuno sa RA No. 11058 o ang “An Act Strengthening Compliance with OSHS and Providing Penalties for Violations Thereof” sa ilalim ng Labor Code of the Philippines, at ma-institutionalize ang Labor Advisory No. 4 s. 2016 na sasakop sa working condition ng movie at television industry na inilabas ng DOLE. Sa ilalim ng panukalang batas ni Revilla ay magkakaroon ng tiyak na kondisyon ng trabaho, katulad ng bilang ng oras ng trabaho, waiting time, transportation, accommodation, social welfare benefits tulad ng PAGIBIG, Philhealth, SSS, at iba pa na striktong ipatutupad. Kailangan ding tiyakin at linawin ang duties at responsibilities ng isang producer, tulad ng kasiguruhang ang mga workers at talents ay may kaukulang health insurance and compensation para sa work-related injuries, pagkakasakit o kamatayan. Nakapaloob din sa naturang batas na ang Production Safety Officer ay itatalaga upang masiguro na maipatutuad ang OSHS sa bawat pelikula o show na isasagawa at magkaroon din ng orientation at training ng mga manggagawa sa occupational safety and health, ipatupad ang ligtas na pagtatrabaho, itama ang hindi ligtas na kondisyon, at siguruhing maimbestigahan ang pinangyarihan ng aksidente kung meron man. Isinunod ni Revilla ang panukalang batas bilang pagkilala sa showbiz legend na si Garcia na nasawi noong nakaraang Hunyo 20 matapos mawalan ng malay sa loob ng 12 araw dahil sa neck injury matapos maaksidente sa isang taping ng teleserye.
